The County Council employs a County Administrator who serves as the Administrative Head of the County government with responsibility for the administration of all the departments of the government which the Council has the authority to control.

Along with the County Administrator, the County Council also employs a Clerk to Council, both work at the direction of Council towards the proper and efficient administration of daily operations of the County.

​

The Clerk to Council performs administrative duties while assisting the County Administrator in the various functions and activities of the County Administrative Office and County Council. 

​

The County Administrator does not have authority over any Elected County Official or offices created by the State Constitution or State Laws, with the exception of applying general organizational policies adopted by the County Council.(Code of Laws, Title 4, Chapter 9, Article 7 Section 4-9-650)

Department Functions:

The main function is to execute the Policies and Directives of County Council and to oversee day-to-day operations of Chesterfield County Government so as to identify and respond to citizen and community needs.

Responsibilities:

The powers and duties of the County Administrator are outlined in South Carolina Legislation (Code of Laws, Title 4, chapter 9, Article 7 Section 4-9-630) as follows:

  1. To serve as the chief administrative officer of the county government

  2. To execute the policies, directives and legislative actions of the council

  3. To direct and coordinate operational agencies and administrative activities of the county government

  4. To prepare annual operating and capital improvement budgets for submission to require such reports, estimates and statistics on an annual or periodic basis as he deems necessary from all county departments and agencies

  5. To supervise the expenditure of appropriated funds

  6. to prepare annual, monthly and other reports for council on finances and administrative activities of the county

  7. To be responsible for the administration of county personnel policies including salary and classification plans approved by council

  8. To be responsible for employment and discharge of personnel subject to the provisions of subsection (7) of Section 4-9-30 and subject to the appropriation of funds by the council for that purpose

  9. To perform such other duties as may be required by council

The Administrator’s Office serves as a referral source for citizens, businesses, organization and other governmental agencies. This Office directs individuals to the proper County department.

I have a complaint regarding a County department or employee. What should I do?

The Administrator’s Office responds to complaints regarding services provided by County departments and will help resolve the problem by working with the appropriate department.
